On behalf of the European Space Agency, we are looking for a highly skilled individual for a position at 50% as Service Manager of the “Engineering, Integration, Operations And Ground Segment Support Service” for the Human & Robotic Exploration Directorate at ESA/ESTEC, and 50% as support to the Payload Integration & Planning Service for ISS missions.
The post is based in ESTEC, in the Netherlands.

The Engineering, Integration, Operations And Ground Segment Support Service includes 5 Work Packages in the field of Integration, ISS Planning & Utilization, Operations’ Support, Mission Support, Ground Segment, Payload Development, Engineering Support (SE, MBSE, Production), Crew Training. It serves several destinations (LEO, Moon and Mars) and supports projects at every stage of development, from feasibility studies to post-Ops phase. The Service Manager is expected to lead the service team and act as primary interface both internally (towards the service team, the company and the SubCos) and externally towards the customer (ESA).

The Payload Integration & Planning service includes two positions: Payload Integration Manager (PIM) and Strategic Requirement Planner (SRP). The candidate can be assigned to either of the two positions.

The PIM is responsible for the successful integration of a payloads to ISS (or other platforms) and the launch vehicle. Therefore, the candidate will be in charge of the optimal management of the overall work related with the assigned payloads to grant for a successful and timely completion of the whole “payload life cycle” that includes support to development, upload/download, operations and post-operations.

The role of the SRP is to prepare and maintain, according to the latest information available and considering programmatic priorities provided by ESA, the strategic plan for LEO activities relating to ESA approved utilisation payloads. This includes science, technology demonstrators, education, national contribution, and commercial payloads.

What is expected from you:

Service Manager:

  • The candidate shall be responsible for management and administrative aspects of the contract and has the authority over the full-service team
  • The candidate shall lead and exercise an active monitoring and control over the service team to ensure that the service conforms to management and SOW requirements.
  • The candidate shall be responsible for the performance of the service and for proposing service improvements based on best practices and feedback from the customer
  • The candidate shall be responsible for the knowledge management and lessons learned of the service.
  • The candidate shall be responsible for the overall mission budget

Moreover, the Service Manager will take a lead role to:

  • Describe and maintain the processes and procedures for the service
  • Assess any peak of activity or ad-hoc support to project and business activities and meetings outside of normal working hours, try to accommodate them or define an implementation plan to be proposed to the customer.

The service Manager will be responsible (at least) for the following deliverables:

  • Service Quarterly report and supporting data package.
  • Customer’s satisfaction surveys - bi-annually.

Payload Integration & Planning Service Support:
The principal tasks and responsibilities will include:

  • Generate, bookkeep and support in the negotiation of the (International Partner) agreements.
  • Support the review of Activity Requirement Documents (ARD).
  • Support the relevant payload development reviews (e.g. Critical Design Review (CDR), Final Acceptance Review (FAR)).
  • Support the integration of payloads into Columbus or partners' (International Partners, commercial) elements, ensuring timely delivery of documentation and hardware, highlighting issues arising.
  • Organize and coordinate regular PIM tag-ups.
  • Support the Certificate of Flight Readiness (CoFR) process.
  • Assess the long-term strategic plan viability in terms of resources such as crew time, conditioned stowage, power, data, cooling, topology, facility use and other constraints.
  • Provide expert technical support to customer in ad-hoc multi-lateral integration meetings/telecons in term of integrated assessments based on the strategic plan.

Additional Tasks

  • Support launcher integration activities, submit Electronic Launch, Return and On-orbit Data Sets (eLRODS) to NASA; Submit a Ground Safety Checklist for launch or return, as required;
  • Support Cold Stowage integration activities;
  • Ensure the payload requirements for cargo transportation (both prior to and after on-orbit operations) are met and support negotiations of cargo integration issues with the Logistics Service.
  • Responsible for generating a monthly Payload Status Report and Integrated Payload Schedule for each allocated payload, ensuring the progress to plan stays under control, clearly identifying milestones which may lead to re-planning of an experiment and the associated resources;

What you offer:

  • Extensive (at least 3 years) management experience and related experience in technical domain(s) of the service
  • Bachelor’s or Master’s degree in physics, Engineering, or Computer Science. Background in STEM and/or business subjects.
  • Professional certifications in the management domain are a strong asset (PMP, Prince 2 or equivalent).
  • Demonstrated widespread experience in aerospace or human spaceflight activities management, including development, integration and on-orbit operations activities of complex payloads
  • Knowledge and experience of ECSS Standards.
  • Consolidated experience in communication and organizational skills, with attention to detail, flexibility, the ability to identify priorities and manage risks and issues effectively.
  • Result-oriented approach to work in a highly complex project environment.
  • Demonstrated and consolidated attitude towards respecting deadlines.
