Telespazio Belgium can count on almost 40 years of experience in the field of Space Operations Service & Engineering activities. We provide a significant contribution to the most major Space programs of the European Space Agency. Our core business is to work on the ground to build bridges into space, contributing to the success of ambitious missions.

Currently, we are looking for highly enthusiastic Cost Engineers who will work in the Czech Republic, in Prague.

What is expected from you:

The objective of this task is the provision of support on the cost engineering activities. It consist in further developing and maintaining the EUSPA cost engineering capabilities, including use of specific IT tools. It aims to develop, and exploit cost models, cost estimates and benchmarks. The tasks are in support of the exploitation of the new Anaplan platform based Business Process System (BISY), the Procurement pipeline and the Budget Implementation tool (I-Plan).

Such deliverables are to be provided for at least two European Space Programmes in the service exploitation phase (with parallel ongoing system development), composed by an average of 7 subprojects each, plus another European Space Programme in system requirement definition phase.

  • Support for Cost Estimation and modelling
    • Support to System engineering and financial data analysis in order to build possible data sets and reports; analysis, identification and checking the data in order to find possible cost drivers (elements and factors which, when changing value, make or cause a variation of the cost);
    • Contribute to the building of Cost Models (Systems and Services), understanding and knowledge of parametric modelling and support in their definition and deployment ;
    • Support for the creation of a WBS (Work Breakdown Structure) for a project/procurement and the estimation of the several node elements; Contribute to the creation of an Estimate Report;
    • Support and contribution on the Cost Estimation process and workflow, knowledge of the different methods for cost estimation.
  • Support for Financial evaluation: Cost sheets and Cost Repository system
    • Understanding and improving the EUSPA cost sheets template (excel file) which is used to collect and represent the tenderer’s financial proposal. Contribute to the data filling and compile the several cost sheets forms such ass A1, A2, A4, A8 etc; Understanding of cost categories, profit and overheads elements;
    • Data loading of the financial proposals data, stored through EUSPA cost sheets, in the Cost Engineering database; Basic knowledge of Extraction, Transformation and loading (ETL) processes, knowledge of MS Excel, Access DB and Anaplan User interface;
    • Reporting and data analysis creating statistics and graphics chart and diagram also for benchmarks purposes, contribute in the transforming of data to exploitable information. Comparing financial data based and formatted on cost sheets.

  • Support to BISY and ANAPLAN
    • Contribute to the implementation of new business processes and already created models in the Anaplan platform (project management and technical support)
    • Continuously help the improvement of all the implemented models in Anaplan, through gathering feedback from end users, analysing it and making impactful recommendations
    • Be EUSPA subject matter expert for Anaplan platform, train colleagues and be the key interface between EUSPA and Anaplan support services provider
    • Maintain the standard maintenance actions calendar and execute it accordingly as per the EUSPA Anaplan Technical Documentation requirements
    • Provide Level 1 customer support services to the Anaplan users for live model(s) taking into consideration the approach to the different Anaplan modules roll-out schedule. Standard tool support and “how to” questions may include the following requests (but not limited to):
      • Add/remove new user accounts and update existing accounts (e.g. assign roles)
      • Create ad hoc system administration reports
      • Support users to overcome technical issues with their access or support them to navigate through the tool effectively
      • Ad hoc knowledge transfer requests
      • Delete/amend back end data in the system after authorization is received by the assigned EUSPA Anaplan Product Owner
  • Support to IPlan – procurement planning
    • Implementing and managing the procurement planning process and related tool at a corporate level;
    • Coordinating EUSPA POCs, POs and internal stakeholders for the IPlan procurement planning related activities; EUSPA OPS POCs and internal IPlan stakeholder support and training;
    • Contribute to the planning process and related IPlan tool maintenance and enhancements, support the collection of inputs from all the stakeholders, auditing of historical data, content checking, support to review meetings, consolidation and analysis (e.g. Procurement Scope, Planned Budget, Schedule Milestones);
    • Preparation of the Procurement and Budget Implementation status analysis for the management (e.g. IPlan HoDs Board, EUSPA Review). Preparation of next year Baseline (e.g. 2024)
